Residents of DC contribute to the national benefit and are impacted by national policy just as everyone. As a community, they contribute more than many states since they have more people. Our Republic was founded on a number of key ideas, including no taxation without representation. This fits DC. Article 1, Section 8 of the Constitution was written before the nation's capital was a large and thriving community. I can't imagine that the Founding Fathers would take the same position today if they saw the economic and social diversity of so many US citizens in the DC community.
