    Frankly, the only US policy that would improve human rights in North Korea would be to conquer the country -- or maneuver somebody else to do it -- destroy the entire NKorean govt., put in an occupation govt. that would force the whole populace to abide by humanitarian rules, and keep it there for at least two generations. Who's going to do that?
